大熊貓是我國獨有的國家級珍稀瀕危野生動物，也是我國與世界各國交流的和平使者。2017年1月31日，中共中央辦公廳、國務(wù)院辦公廳印發(fā)了《大熊貓國家公園體制試點方案》。為了進一步增強社會各界保護野生大熊貓及其棲息地的意識，凝聚建設(shè)大熊貓國家公園的共識，提高大熊貓國家公園知名度、美譽度和影響力，四川、陜西、甘肅省大熊貓國家公園體制試點領(lǐng)導機構(gòu)決定，面向全球公開征集大熊貓國家公園形象標識。

　　一、主辦單位

　　二、征集范圍

　　全球范圍內(nèi)所有組織和個人均可參與。

　　三、起止時間

　　本公告發(fā)布之日起至2018年5月31日(以郵寄郵戳或電子郵件發(fā)送時間為準)。

　　四、作品要求

　�。ㄒ�)應(yīng)征作品須融匯并凸顯大熊貓國家公園的特征和定位，蘊含國家所有、全民共享、世代傳承的寓意，主題鮮明、構(gòu)思新穎、寓意深刻、富有藝術(shù)感染力和視覺沖擊力，顯示民族特色和地域風情，能適用于多種場合和載體。

　�。ǘ�）應(yīng)征作品必須同時通過書面郵寄和電子郵件方式寄送。書面作品一律采用A4紙規(guī)格構(gòu)圖，郵寄信封左下角和電子郵件主題請分別標明“形象標識征集”。

　�。ㄈ�）形象標識應(yīng)盡可能體現(xiàn)大熊貓國家公園的中英文名稱。電子稿分辨率不低于300dpi（像素/英寸），以JPG或TIF格式提交，須注明標準比例和標準色。

　�。ㄋ模�應(yīng)征作品應(yīng)為應(yīng)征者原創(chuàng)并未在它處公開發(fā)表過，不得抄襲。

　　（五）應(yīng)征作品應(yīng)附有對圖形標識和字體的創(chuàng)意文字說明(300字以內(nèi)，外文稿須同時提供中文譯本)，包括設(shè)計的圖樣尺寸、比例、顏色等和設(shè)計圖樣的理念說明（蘊含的意義、寓意、背景等）。務(wù)必隨應(yīng)征作品注明應(yīng)征作者姓名、工作單位、通訊地址和聯(lián)系電話。

　　（六）應(yīng)征作品一經(jīng)采用，應(yīng)征者須向主辦方提供作品矢量源文件。

　　五、應(yīng)征要求

　�。ㄒ唬�應(yīng)征者須保證應(yīng)征作品為本人原創(chuàng)，未侵犯他人的知識產(chǎn)權(quán)。凡涉及著作權(quán)等法律問題，均由應(yīng)征者自行解決，主辦方不承擔法律責任。

　�。ǘ�）根據(jù)《中華人民共和國著作權(quán)法》的規(guī)定，主辦方擁有獲獎作品的所有權(quán)、完全使用權(quán)、注冊權(quán)和版權(quán)。應(yīng)征者不得自行使用或轉(zhuǎn)讓給第三方使用。獲獎作品應(yīng)提交一份《著作權(quán)轉(zhuǎn)讓承諾書》，并由應(yīng)征者準確填寫并親筆簽署(應(yīng)征者為機構(gòu)的，須由授權(quán)代表簽署并加蓋機構(gòu)公章)。

　　（三）應(yīng)征作品相同或相似，將先寄達者(以郵件郵戳或電子郵件發(fā)送時間為準)確定為第一創(chuàng)意者。所有應(yīng)征作品恕不退還，由主辦方保管。

　　（四）應(yīng)征作品一經(jīng)提交，即視為同意并接受本《公告》的所有約定。因郵寄原因、不可抗力原因及其他非主辦方的原因造成應(yīng)征作品丟失或損壞的，主辦方不承擔任何責任。

　�。ㄎ澹┲鬓k方在對獲獎作品的使用過程中，有權(quán)進行適當修改或增刪。

　　七、獎勵辦法

　　設(shè)立采用獎1名，獎勵人民幣100000元（拾萬圓）；設(shè)立優(yōu)秀獎10名，各獎勵人民幣5000元（伍仟圓）。

　　所得獎金的個人所得稅扣除由獎金獲得者承擔。

　　八、其他事項

　　（一）本次征集活動不收取任何費用，應(yīng)征者在應(yīng)征、參評過程中發(fā)生的一切費用自理。除獎金外，主辦方不向應(yīng)征者支付其他任何費用。

　　（二）主辦方保留對此次活動的最終解釋權(quán)。

    Announcement　about　logo　Collection　of　Giant　Panda　National　Park　with　Award

　　Giant　panda　is　not　only　a　unique　endangered　species　in　China,　but　also　an　ambassador　of　peace　to　all　countries　of　the　world.　On　January　31th　2017,　the　General　Office　of　CCCPC　and　the　General　Office　of　the　State　Council　issued　a　circular　on　the　Pilot　Scheme　of　Giant　Panda　National　Park　System.　In　order　to　further　enhance　the　awareness　of　protecting　giant　panda　and　its　habitat　in　all　social　circles,　building　consensus　of　constructing　giant　panda　national　park,　increasing　the　popularity　and　reputation　of　giant　panda　national　park,　three　leading　groups　of　Sichuan,　Shaanxi　and　Gansu　Province　for　the　pilot　project　of　Giant　Panda　National　Park　decide　to　collect　the　logo　of　giant　panda　national　park　globally.

　　4.　Work　Requirements

　　a.　The　work　should　highlight　the　spirit　of　the　national　park,　which　is　owned　by　the　people,　shared　by　the　people　and　inherited　by　the　people.　The　design　language　of　the　bidding　work　should　be　eye　catching　as　well　as　demonstrating　the　passion　and　kindness　of　our　nation.　The　design　must　be　applicable　to　various　occasions　and　media　carrier.

　　b.　All　the　bidding　works　must　be　submitted　by　mail　and　email.　Composition　must　fit　in　a　A4　size　paper.　Please　note　“logo　Collection”　at　the　left　bottom　corner　of　the　latter　and　the　subject　of　the　email.

　　c.　The　logo　should　present　both　Chinese　and　English　name　of　the　park　clearly.　JPG　or　TIF　format　is　required　for　the　logo　submission　with　the　resolution　no　lower　than　300　dpi.

　　d.　All　work　must　be　original　and　never　published.　Plagiarism　is　highly　restricted.

　　e.　A　short　description　(less　than　500　words.　If　the　description　is　not　written　in　Chinese,　a　translated　script　is　required)　should　be　attached　with　the　bidding　work,　explaining　the　concept　of　the　design.　Please　also　submit　author’s　name,　workplace,　address　and　phone　number.

　　f.　Once　the　bidding　work　is　adopted,　the　author　should　offer　the　original　digital　file.

　　5.　Policy

　　a.　Applicants　must　pledge　all　the　works　are　original,　and　there　are　no　infringing　other’s　intellectual　property　rights.　If　there　is　copyright　dispute,　applicants　would　take　all　the　responsibilities.　Host　units　will　not　take　legal　liability.

　　b.　According　to　the　Copyright　Law　of　the　People's　Republic　of　China,　host　units　have　the　ownership,　usage　rights,　registration　right　and　copyright　of　award-winning　work.　Applicants　cannot　self-use　or　transfer　to　third　parties.　The　applicant　of　award-winning　work　must　sign　up　an　agreement　of　copyright　transfer.

　　c.　If　the　bidding　works　are　same　or　similar,　the　earlier　one　(postmark　time　or　email　sending　time)　would　be　cognizance　as　the　first　creative.　All　the　bidding　works　will　not　be　return.

　　d.　Applicants　agree　all　the　conditions　after　submitting　the　bidding　works.　Host　units　will　not　assume　any　responsibility　of　damage　due　to　shipping,　force　majeure　and　other　reasons.

　　e.　Host　units　have　right　to　modify　and　emendate　the　award-winning　work　during　the　process　of　use.

　　One　adopt-prize　with　100000　RMB　reward　and　ten　honorable-prizes　with　5000　RMB　reward.

　　All　the　taxes　will　be　paid　by　award-winner.

　　8.　Addition

　　a.　This　activity　will　not　charge　any　fees.　Applicants　will　assume　all　expenses　during　submitting.　Host　units　will　not　defray　any　expenses　except　money　award.

　　b.　The　final　interpretation　right　of　the　activity　belongs　to　host　units.

　　c.　If　there　are　any　differences　between　the　Chinese　and　the　English　contents,　please　take　the　Chinese　version　as　the　standard.
